Pronuncia-se sobre as três reclamações enviadas ao Governo contra o concurso aberto na Câmara Municipal do Porto para a adjudicação do exclusivo da viação elétrica naquela cidade e contra o contrato provisório celebrado entre a Câmara e os respetivos adjudicatários Paiva, Irmãos e Matthieu Lugan. As reclamações foram apresentadas pela Companhia Carris de Ferro do Porto, pelos acionistas da mesma companhia e por Tomás Joaquim Dias, um dos concorrentes ao exclusivo.
