Entende que "semelhantemente ao que se fez com o recenseamento geral da população deverá promulgar-se uma lei que determine a quem incumbe a organização da estatística rural" e "enquanto tal lei se não promulgar às câmaras municipais é que incumbe organizar as estatísticas agrícolas e não é lícito a outra entidade arrogar-se uma atribuição que a lei de 7 de agosto de 1913 lhes confere".
