Sustenta que deve ser submetido à aprovação da assembleia parlamentar o breve apostólico, de 3 de junho de 1890, que principia "Et si apud nobilissimam Lusitanorum gentem", pelo qual o papa Leão XIII decretou que o dia 19 de março, consagrado à festividade de São José, seja considerado dia santo de guarda em todo o Portugal e nas terras sujeitas ao domínio e poder dos portugueses.
