Pronuncia-se sobre o sentido a dar à isenção de direitos concedida à companhia The Western Telegraph, sucessora da The Brazilian Telegraph C.ª, tal como se encontra expressa na carta de lei de 11 de maio de 1872 e contrato de 12 de novembro do mesmo ano, a fim de se apurar se esta isenção se refere apenas a direitos alfandegários e outros pertencentes ao Estado ou abrange também os impostos municipais que, nas ilhas, são cobrados pelas alfândegas.
