Pronuncia-se acerca do pedido da firma Lima Mayer & Filhos para instalação da Fábrica Âncora, fábrica de licores, no 1.º Bairro de Lisboa, após ter sido incendiada na madrugada de 23 de janeiro de 1891. É de parecer que se autorize a reconstrução da fábrica destruída, desde que se realize nas condições anteriores ao incêndio.
