Censura o facto de a Santa Sé ter concedido a alguns eclesiásticos, durante o tempo em que se produziu o corte de relações com a Santa Sé, faculdades secretas para dispensarem impedimentos matrimoniais "e que em execução dessas faculdades alguns casados se acham sem legítimas provas dos seus matrimónios".
